我們的學校於一九六九年二月,由幾位在 IBM 研究中心的同事首創成立,同年三月在 Yorktown Heights 的 Mohansic 小學開課,訂名為約克鎮中文學校,那時只有一位老師教一班語文課, 共有二十一名學生;次年學校移往約克鎮的 Methodist Church 上課。
此後,我們的學校就逐步成長,一九七二年開始增設文化課程 (ACE),由家長義務教學。一九七四年制訂組織章程,並成立校董會。 一九八一年在紐約州正式立案,改名為北威郡中文學校。
在這期間學校的班次已增至十三個語文班,有六位語文課老師,學生人數也超出一百二十人, 當年以稚齡入學的學生也陸續畢業,往各大學進修。到一九八三年 Methodist Church 已不夠容納我們的課程及活動。學校乃遷到 Somers High School, 並開始正式聘請專任老師教授文化及特別課程。一九九三年由於教室不敷使用,於是遷至Somers Middle School, 二零零七年Somers Middle School 開始整修, 再次遷至Briarcliff Middle School. 目前超過二十個語文班,一百五十餘位學生,及二十多位老師。
回顧過去的四十五年來,我們的學校能成功地提供學生們的中文教育,直到中學畢業,建立了傑出的成績與校譽。這不僅是歷屆校長、老師、學生及職員努力的 成果,也要歸功於所有熱心的家長們對學校無私的服務,及對學生不懈的輔導。很明顯的,教育下一代子女的中華語文及文化,已經是這一代留學生及新移民的共同 的目標。大家的理想是把子女教育成品學兼優,人格完整的華裔青年,讓他們在美國社會開闢新的天地。而且以自己的根源背景為榮。北威郡中文學校的家長們,更將要本著我們傳統的服務犧牲精神,及至善必成信念來繼續推進這意義深長的工作。
Northern Westchester Chinese School (NWCS) was founded in February 1969 by several Chinese families of IBM Research Division. In March of that year, classes began at Mohansic Elementary School in Yorktown Heights, under the name “Yorktown Chinese School”. At that time, the school consisted of one teacher and 21 students. The next year, the school moved to the Yorktown Methodist Church. As the school expanded its student population, it was moved to Somers Middle School in 1993 and again moved to Braircliff Middle School in 2007 till today. Currently we have more than 150 registered students and over 20 teachers. The school is located at Briarcliff Middle School in Northern Westchester County, New York.
In looking back the past 47 years, we are proud of our school’s legacy and heritage in providing solid Chinese language education and cultural exposure to the younger generations. Some of the school’s early graduates went to college, formed families, and now are sending their children to our school. Going to Chinese school on Saturdays becomes a family ritual and an ingrained part of the fabric of Chinese community in the region. Our parent volunteers serve as teachers, operational staff, fund raisers, and activity organizers for the annual Chinese New Year Celebration and year end picnic. It is the open, welcoming, friendly environment that attracted many families with diverse backgrounds. With each new generation joining the school, we are seeing and believing the future of our kids growing up not only mastering the Chinese language but also adopting the fine cultural traits.

BY-LAW OF
NORTHERN WESTCHESTER CHINESE SCHOOL
July 1, 1981

ARTICLE I. Name, Purpose and Location
- The name of this school is Northern Westchester Chinese School (thereafter called the Chinese School). It was incorporated in 1981.
- Its purposeis to teachand promote Chinese language, culture and history to interested students. It is non-sectarian and non-political organization.
- The location of the Chinese School, which is selected by the principal and approved by the board of directors, should be in northern Westchester County, State of New York.
ARTICLE II. School Year and Class Hours
- The school year shall begin in September each year. There shall be two semesters per school year, and at least fourteen (14) sessions per semester.
- Classes are to be held on Saturdays, Sundays or possibly other off-school hours.
ARTICLE III. Students, Membership and Annual Meeting
- The Chinese School is open to all school-age children who are interested in studying Chinese language, culture and history. The number of students is subject to the limitation of available space, facilities, and other resources.
- The membership of Chinese School consists of all parents of students in current enrollment and the teachers.
- An annual membership meeting shall be held before the end of the second semester.
ARTICLE IV. Board of Directors, Principal and Officers
- A Board of Directors shall be the governing body of the Chinese School and shall consist of a minimum of five (5) Directors, the principal plus elected members from the school membership. The directors shall elect among themselves Chairperson for the Board.
- Each elected member of the Board will serve a two years term and may be re-elected to succeed himself(herself) once (a maximum of four consecutive years each time in office).
- Half of the elected members of Directors will be elected by the membership each year in the annual membership meeting.
- In the event that a Director is unable to serve a full term, the Board shall appoint a substitute to serve as an interim Director for the remainder of the term. The appointment must be approved by the membership in the next membership meeting.
- Each family shall have no more than one member elected to the Board of Directors.
- The school officers consist of Principal, Vice-Principal, Secretary and Treasurer. the Board of Directors shall submit a list of nominees for Principal, Vice-Principal, Secretary and Treasurer to the membership to be voted together with possibly other candidates nominated in the membership meeting.
- The nominees for Principal must be a former or current school officer, staff (including teachers), or board member.
- In the event that the principal, the Vice-Principal, the Secretary or the Treasurer is unable to serve a full school year, the Board of Directors shall appoint a substitute for each vacant office to serve out the remainder of the current school year. Such Appointment must be approved by the membership in the next membership meeting.
- The Principal, the Vice-Principal, the Secretary and the Treasurer may each be re-elected to succeed himself (herself) once (a maximum of two consecutive years each time in office).
ARTICLE V. Officer’s Duty
- Principal: The Principal is the chief executive of the School. He (She) is responsible for all affairs of the school including, but not limited to, the following: a. Securing the location for school sessions, b. hiring teachers, substitute teachers and teacher aids, c. selecting and providing text books and other teaching materials, d. setting school calendar at the beginning of a semester, e. class assignments of the teachers and pupils, f. calling the annual membership meeting, g. representing Chinese School in its contacts with other organizations and individuals.
- Vice Principal: The Vice Principal shall assist the Principal in all aspects of school operations, and shall assume full responsibilities in case of absence of the Principal.
- Secretary: Assist the Principal in the following areas: a. taking minutes of meeting, b. handling correspondences and notes, c. printing of texts, notes, homework assignments upon request from teachers, d. publishing school newsletters, e. compiling and printing annual membership directory, and f. keeping and updating a complete file of teaching materials, treasurers reports, meeting records, legal documents, communications, and other items of significance to be passed along to the next Secretary.
- Treasurer: Collect all donations to the school, maintain accounts with banks on behalf of the Chinese School, disburse funds when bills are due, recommend a school budget at the beginning of school year, and provide financial reports, statements, and legal documents as situations warrant.
ARTICLE VI. Curriculum Committee
The Principal, the Vice-Principal and the teachers constitute the membership of the Curriculum Committee. The Committee is charged with the responsibility to Advise the Principal in selecting and providing teaching materials.
ARTICLE VII. Augmented Cultural Enrichment Program (ACE) Committee
Three (3) members, including the Vice Principal as the chairperson, shall be appointed by the Board of Directors to serve on the ACE committee. The Committee is charged with responsibility of organizing the ACE program, selecting materials for the program, acquiring teachers for special classes, and assigning members to participate in various capacities of the program.
ARTICLE VIII. Dissolution Clause
In case of dissolution, all assets owned by the school at the time of dissolution shall be donated either to some other Chinese Schools in the Westchester N.Y. area, or to ACS (Association of Chinese Schools) as working funds. This shall be decided by the Board of Directors at that time.
ARTICLE IX. Amendments to By-Laws
Any amendments and/ or changes of these By-Laws must be submitted by the Board of Directors to the membership for approval. Such proposed amendments and/ or changes must be approved by a majority of two-thirds(2/3) or more from the membership.

Overview (Mission statement)
The Northern Westchester Chinese School (NWCS) is a non-sectarian, non-political and non-profit organization. The Board is the sole governing body of NWCS and the directors of the Board are elected by the parent members. The Board will discharge its duties in accordance to the NWCS By-law. The Board directors, in good faith, will utilize diligence and care, to ensure the programs and services are run with legal and ethical integrity and in the best interest of its members. The Board directors shall encourage greater interactions within and outside NWCS to achieve better communication among members and higher visibility in the community. The Board shall have dual roles to lead and serve the NWCS: one is to establish the governing rules and the other is to monitor the execution of those rules. This Operating Manual is intended as guidance to the Board and its directors, and hence includes the duties and responsibilities of the Board directors, the structure of committees, procedures of Board meeting, and guidelines for the School rules
- Duties and Responsibilities of Board Directors:
- Review school financial status at least once per semester and two weeks before the General Meeting
- Make decisions in major purchases and expenses
- Authorize School reserve and other specific funds and their usage
- Review and approve expense reimbursement rules and limits for the School personnel (details of dollar amounts are in the School Operating Manual)
- Establish school policies, rules, class structure, and curriculum
- Prepare and propose amendment of School By-law to the General Meeting for voting
- Solicit and recommend to the General Meetings candidates for new Board directors and School officers
- Determine the level of compensation for the school personnel
- Recommend and organize committees to study and work on diverse issues to strengthen and enhance the goals of the organization. Guidelines for the Committees are incorporated in Section 3. Each and every committee will be responsible for their respective studies and recommendations to the Board.
- Confirm and approve NWCS scholarship awards to outstanding students
- Review and decide on teacher and staff dismissals based on the Principal’s recommendations
- Investigate and rule on unexpected events and issues
- Participate in the overall personnel and operational activities of the school and have the rights to enquire all school activities
- Ensure the School policy and rules are observed and implemented uniformly and consistently over years
- Archive all relevant financial and academic documents
- Chair of the Board
- Elected by the Board members, one-year term. Can be re-elected for one more term.
- Oversees and coordinates the activities of the committees
- Calls and conducts Board meetings (at least once a month during school year and more when needed; Board members should be notified of any meeting at least three days in advance.)
- Works with the Principal to prepare the General Meetings (once a semester; meeting notice should be sent out to parent members two weeks in advance.)
- Works with the Principal to maintain good relations and communications with host school and other organizations
- Responsible for initiating and coordinating special Board meetings for official responses to, any significant events or issues that require the decision of the Board
- Conducts Teacher/Staff appreciation events
Provides a smooth transition between outgoing and incoming Principal
- Committees and their Tasks
A committee is a special group delegated or assigned to consider, investigate, and work on matters or events that have potential impact to the School. A committee is a place to form consensus on a particular issue, generate new ideas, and/or a working group to carry out a specified task. Since different issues can be studied by different committees in parallel, more issues can be studied more thoroughly and dealt with quickly. Committees are open to all parent members but have to be supervised and coordinated by a director of the Board. All committees have to be approved by the Board. The Board will appoint an appropriate director responsible for the committee. Each Board director is responsible for no more than one Committee. Conversely, the committee, through the director, must regularly report to the Board all relevant developments within the committee. These committees should not interfere with the day to day operation of the school. They are intended to provide help to the Board in governing the school. Committees are formed generally at the beginning of each school year or whenever there is a need. Committees make recommendations to the Board on an issue and the Board will vote and decide on the issue. The following is a sample list of committees and their tasks:- Long-term planning –Committee responsible for the long-term planning of the NWCS with the following related issues -

- Recommendation of teacher’s compensation
- Revision of teacher’s handbook
- Helping Principal in recruiting teachers
- Planning teacher’s training activities
- Study of all other teacher related issues
- Teacher’s opinion survey .
- Parent and student affairs –Committee for the parent and student affairs. Sample tasks are:
- Student recruitment
- Parent activities and education
- Parent’s opinion survey
- Alumni communications
- NWCS Scholarship
- Finance –Committee for matters of School finance. Sample tasks are:
- Long-term financial planning
- Audit of current financial status
- Fund raising
- School operations — Committee on issues related to the operations of the School. Sample tasks are:
- eSchool development – software/service selection and in-house software development and deployment
- Review of school operations
- Review of School’s rules
- Public relations – Committee on internal and external School public relations. Sample tasks are:
- Work with Chair on issues related to the public relationship
- Work with Finance committee on fund raising
- Maintaining and improving the community presence of NWCS
- Long-term planning –Committee responsible for the long-term planning of the NWCS with the following related issues -
- Board Meetings
- Chair calls and conducts the meetings. Notification of meetings with date and agenda must be sent at least three days in advance. However, a meeting can be called when there is an urgent issue to be dealt with.
- A meeting can be called by a group of three Board directors with a clear agenda revealed in advance
- The attendance of a legitimate Board meeting must not be less than two-third of the Board directors
- Board meeting is open to all parent members. A closed session is allowed after the Board has voted for that particular session.
- The caller of a meeting should discuss the priority and time allocation of each agenda at the beginning of a meeting
- Motions must have a second before putting into an agenda
- Keep meeting minutes
- Review last meeting minutes – correct recording errors
- Keep records of voting results and what the vote is for
- At the end of a school year, new rules that have been voted and passed in that year should be reviewed and placed in the School Operating Manual
- Issues should be studied, if possible, by their corresponding committees prior to a formal discussion in the Board meeting. The committee studies the issues and makes recommendations. The Board makes decisions by voting. This will save time and have the issues understood well.
- School Rules
- Rules can be changed by the Board with majority votes and at least two-third of Board members voted
- Rules can be final or on a trial basis with a trial period specified
- Rules must be published in the School Rule Change Announcement (in the School Newsletter) after they are voted and passed by the Board
- At the end of each school year, the Board shall review all the rules passed in that year and update the School Operating Manual
- Rules must be published in the Parents Handbook after one year of implementation
- Rules published in the latest Parents Handbook should supersede the new rules unless the rules are approved by the Board and announced to the parent members in theSchool Rule Change Announcement with clearly marked differences

Principal
The Principal is elected annually by the parent members. A qualified Principal candidate must have previously served the NWCS community in an elected position. He/She is responsible for the overall execution of the school operations. The Principal’s responsibilities and duties include, but are not limited to:
School Operations
- Attend NWCS Board meetings and report on school operations
- Conduct and report at the NWCS General Meetings
- Appoint school staff members: Student Counselors, Registrar, Academic Dean, urchaser, Webmaster, and Leader of Parents Communication Network
- Conduct regular staff meetings
- Recruit and appoint teachers and teaching assistants
- Conduct teacher conferences
- Maintain teachers’ records (background, seniority, awards, attendance, etc.)
- Coordinate with Somers School District to determine the NWCS school calendar
- Update school calendar and record major school events
- Reserve school facilities with the school district for regular school operations and Commencement/New Year party
- - Briarcliff Middle School is solicited for regular schools
- - Briarcliff High School is solicited for the Commencement ceremony
- Nominate teachers, staff, and students for awards
- Present graduating students name list to the NWCS Board for approval
- Prepare and grant diplomas for graduating students and organize commencement
- Make sure the school liability insurance is in effect
- Notify parents for school closing due to inclement weather or other reasons
- Other school operation decisions which obligated by the school’s Bylaws and Rules
Public Relations
- Represent the school in the public – e.g. contacting reporters for releasing news of events
- Maintain a good relationship with the school district
Miscellaneous
§ Handle parent club activities according to Board-approved guidelines
§ Designate a parent to pick up mail from the School’s P.O. box
§ Designate a staff member to deliver cookies to Briar Cliff Middle School’s Christmas party
§ Prepare the Teacher Communication Network – Head Teacher
§ Conduct teachers conferences and workshops – Head Teacher
Vice-Principal
The Vice Principal is elected annually by the parent members. He/She shall assist the Principal in all aspects of school operations and assume full responsibilities in the Principal’s absence. The Vice-Principal’s responsibilities and duties include:
§ Arrange classes and assigns classrooms
§ Run parent workshops and seminars
§ Organize New Year Party events with class parents and the Counselors
§ Organize annual picnic events (e.g., applying for the Park permit)
§ Assist ACE programs and other programs
§ Conduct a fire drill once per semester (see Appendices for details)
§ Answer outside inquiries about the School as needed
Secretary
The Secretary is elected annually by the parent members. The Secretary’s responsibilities and duties include:
§ Help the Principal with paper work (e.g. correspondence)
§ Publish newsletters and yearbooks
§ Attend Board meetings and record meeting minutes
§ Attend General meetings and record meeting minutes
§ Assist with ACS programs and other programs
§ Update and archive school procedures and documents:

- Parents Handbook

Registrar
The Registrar is appointed by the Principal. The Registrar’s responsibilities and duties include:
§ Prepare registration and Add/Drop forms
§ Handle student registration and Add/Drop
§ Work with the Treasurer on tuition deposit and refund
§ Maintain student and class registration records
§ Organize student data in the data format defined by the School
§ Maintain and publish the school student/parent directory including the Class Parent Communication Network – complete before October
§ Print school mailing labels based on registration records for school mailing
Treasurer
The Treasurer is elected annually by the parent members. The Treasurer’s responsibilities and duties include:
§ Prepare school budget with the Principal
§ Maintain and prepare school financial statements and report in General Meetings
§ Reconcile the bank statements
§ Manage the Reserve fund such as searching for better yield of the CD
§ Handle account receivables and payables
§ Dispense salary checks
§ Prepare W2 forms and distribute to teachers and staff
§ Prepare tax forms:
- W-2 and W-3 forms to IRS – due 2/28
- Form 990EZ (if the gross receipts under $100,000) or Form 990 (otherwise) – due 11/15
- Form 941 payroll tax – due each quarter
- Payroll deposit due on the 15th the following month after issuing paychecks
§ Hand over bank account signature process to the newly elected treasurer prior to the end of the term
§ Join the Board’s finance committee if needed
§ Report at Board meeting when requested
§ Pay the school liability insurance premium
§ Pay rent to Briar Cliff School District, in two installments
Academic Dean
The Academic Dean is appointed by the Principal. The Academic Dean’s responsibilities and duties include:
§ Run student competition events
§ Work with Head Teachers on issues related to teaching
§ Provide information and services to teachers regarding Chinese Language and Culture
§ Maintain student attendance and academic records
§ Make student grade advancement decisions based on students’ records, teachers’ recommendations, and school guidelines
§ Maintain and order teaching materials and textbooks, before the end of each semester, for the following semester
§ Handle NWCS Language/ACE Teaching Materials
§ Manage school library operations
§ Collect copies of class materials, test and exam papers and homework from teachers at the end of each semester
§ Conduct entrance/advancement exams
§ Provide Principal with a list of students for academic awards/recognition every semester
§ Attend external events related to teaching Chinese Language and Culture
§ Maintain school supplies – copy machine paper, stationeries, teacher and student supplies, New Year party and annual picnic supplies, etc.
§ Estimate price and evaluate quality for the items which school is interested in purchasing
§ Prepare award certificates
§ Keep the key to the School’s supply room and keep the room clean and orderly
Student Counselor
The Student Counselor is appointed by the Principal. The Student Counselor’s responsibilities and duties include:
§ Establish counseling procedures
§ Maintain school order and safety
§ Assign on-duty parents
§ Notify the leader of the on-duty parents one week before the duty date
§ Keep records of the on-duty parents’ fulfillment of their responsibilities every week
§ Counsel students in trouble
§ Communicate with parents of students in trouble
§ Collect and maintain student behavior records
§ Conduct student activity events:
- Organize New Year party games (including dispensing prizes)
- Organize year-end picnic games (including dispensing prizes)
Head Teacher
The NWCS head teacher is elected by the NWCS teachers. A qualified head teacher candidate must be a current teacher and have minimum 5 years of teaching experience and have taught at least two grades at NWCS. The head teacher’s responsibilities and duties include:
§ Same responsibilities and duties as all teachers
§ Organize teacher conferences with Principal once a semester (prior to the school starts)
§ Prepare the Teacher Communication Network
§ Conduct teachers workshops and organize training sessions for teachers
§ Promote communications among teachers
§ Learn and introduce new teaching skills to teachers
§ Provide help to other teachers
§ Provide mentoring to new teachers
§ Help Academic Dean and other teachers to prepare teaching materials
§ Help the School on the issues of curricula and textbooks
Teachers
NWCS teachers are appointed by the Principal. A teacher can teach the same grade consecutively no more than four years. However, exception can be granted with the Board’s approval. An NWCS teacher’s responsibilities and duties include:
§ Prepare teaching materials according to the School’s curriculum
§ Conduct classroom teaching according to the Class Work Guidelines
§ Prepare and assign student homework according to the Homework Guidelines
§ Correct and grade student homework
§ Give student tests and exams (quizzes, midterm and final) and grade the tests
§ Update and develop courses and class materials
§ Organize student semester and year records
§ Submit student records to Academic Dean (attendance, grades, etc.)
§ Send parents report cards
§ Conduct parents/teacher conference once a semester
§ Send a copy of tests, exams, and homework to Academic Dean at the end of each semester
§ Make recommendations to the Academic Dean on Student’s grade advancement at the end of a school year
§ Attend teacher conferences called by the Principal and/or Academic Dean
§ Work with Class Parents on other School’s activities such as New Year party, students extracurricular competitions, etc.
§ Attend internal and external workshops
§ Maintain classroom order and safety
§ Report abnormal classroom incidents to Student Counselors
§ Attend ACS conference at least every 3 years (new teachers must attend one
§ ACS conference within the first two years)
Teaching Assistants
NWCS teaching assistants are appointed annually by the Principal. A teaching assistant’s responsibilities and duties include:
§ Help the teacher in the classroom on class activities
§ Help the teacher prepare student homework
§ Correct and grade student homework and exams
§ Maintain classroom order and safety
§ Work with the Class Parents for other school’s activities
Parent Communication Network Leader
The parent communication network leader is appointed by the Principal annually. The parent communication network leader’s responsibilities and duties include:
§ Work with Principal to identify Class Parents
§ Call Class Parent meeting at the beginning of school year, preferably in the first week, to convey the duties of class parents (See Appendices for details)
§ Conduct communication drill one week after the class parent meeting
§ Start the Parent Communication Network by calling the first parent in the list of the network immediately after receiving instructions from the Principal
§ Prepare and sell tickets for New Year Party and Annual Picnic
Purchaser
The purchaser is appointed by the Principal annually. The purchaser’s responsibilities and duties include:
§ Purchase school materials and supplies
§ Arrange and order food at school functions
§ Order moon cakes for teachers before Moon Festival
Webmaster
The webmaster is appointed annually by the Principal. He/She is responsible for the design of the School website. The webmaster’s responsibilities and duties include:
School Operations
§ Update the School website with newsletters prepared by the Principal and Secretary
§ Maintain the School website with updated school related information and activities
§ Update the School website with Board member, staff and teachers for each school year
§ Ensure the domain name is renewed as needed
§ Integrate e-school functions into the website when available
